The business of the Association shall be managed by the Council, which will consist of at least 3 Members and not more than 7 Members, as decided by the Annual General Meeting. Members of the Council are elected at the Annual General Meeting for a period of 3 years and shall retire from office and are eligible for re-election at the end of each period without any restrictions on the number of terms one can serve.

The promoters for the Association in Hong Kong are as follows:
- Mr Philip Chen, Chief Operating Officer of Cathay Pacific Airways
- Dr Y C Chow, Honorary Consul of the Kingdom of Bahrain in HKSAR
